I could learn to mod this game and find a way to fix this, since I'm impatient about how much you can sub at 60fps. Basically, they forgot to "tell the UI" that the game is 60fps when you change the frame rate. Since the game was previously locked to 30fps, the UI still expects to run at 30fps. The only problems that 60fps has given the game is in terms of the UI and sub bars, which are really just one issue. Well why i said tht 60fps can break these games is obviously cuz these games were made with 30fps for consoles.But the issue is that it doesn't break the game entirely. Without firsthand knowledge of their backends, though, all I can do is speculate. I'm just saying that they run on different engines, so it's possible that they could add it in easier. So wht u r saying is tht storm 1 and 2 might perform better at 60fps as both the games storm 1 and 2 had been made using different engines other than storm 3.I don't really know anything about this. It could be that they used S3 as a base and had to reimport him into the engine from Revolution, which would also explain why modders had such a bad time getting him in completely (Full moveset, all graphics, voices/sfx, etc.) Also, notice how Mecha Naruto was removed. For two, modding in S4 is more similar to S3 (Revolution was better for modding than S3/4 for many reasons, mostly crashing in S3/4). For one, Revs feels too different compared to S4, where S4 feels more like 3. So most would say Revs is the base for S4, but I don't see that as the case. I'm not too sure about Revolution's development, but I hear it's just a modified Storm 3 engine, which makes sense.

Despite this, UNS3 was an easier engine to work with (Using cmn instead of hitboxes was less accurate and buggy, but also easier as it just needed variable switches). This would've been a smart move if the new engine was good, but Storm 2's engine proves to be better than Storm 3's.

The other half that worked on Storm 3 most likely made their own engine, which accounts for the massive gameplay changes (Similar to how Storm 1->Storm 2 was) and it'd be easy to just import everything. Also, I do believe the overall performance of the game got better considering that flashier UJs and awakenings were added, but that's just mere speculation.

Basically, they modded the engine's code to allow for things like NMCs, dash cancels, etc. The reason for this was because the team split in two (One half worked on S3, the other on SG). Storm Generations used its own engine, but that engine was derived from Storm 2. This explains why the game feels so different from 1 on every regard. When Storm 2 released, they made the switch to using XFBIN only (It's possible XML would've lagged online as I've recently heard about optimization problems on XML) with a completely different engine.
